Strong Federal Government
vs.

2)    State governments should be strong to ensure that they would be represented and power would be divided

North vs. South

North believes slaves should not be counted when deciding the # of delegates.  Slaves should only count when it came to taxation. 
South – South believes slaves should be counted to determine delegates.  Slaves should not count when it comes to taxation.
