North vs. South  (Be sure to remember the Enlightenment philosophers the Declaration of Independence and the failures of the Article of Confederation)	North believes slaves should not be counted when deciding the # of delegates.  Slaves should only count when it came to taxation.  South – South believes slaves should be counted to determine delegates.  Slaves should not count when it comes to taxation.
